debian: build dependencies for audio/video calls

The branch added FFmpeg, speexdsp, ALSA, libpulse and VAAPI to the
client's dependencies, none of which were in debian/control. Add them,
along with pkg-config, sqlite3 and zlib1g-dev, which configure has
always needed but which used to be pulled in indirectly.

VAAPI, its X11 rendering path and PulseAudio device enumeration are
autodetected, so a missing build dependency would have quietly produced
a package without them - ask for all three explicitly in debian/rules
now that they are guaranteed to be installed.

Package names are as found in Ubuntu 22.04, 24.04 and 26.04 and in
Debian 13; Ubuntu 20.04 is not covered, it has no libegl-dev.

Also bump the version to 0.9.0dev, in configure.ac and in the macOS
bundle. The two version keys of Info.plist stay numeric because Launch
Services will not take anything else.
